Emanuela Vunge, Managing Partner of PRIME Advogados, took part in the panel discussion ‘Capital and confidence: the driving forces behind investment between Angola and Portugal’, held as part of the Doing Business Angola conference, organised by Jornal Económico and Forbes África Lusófona in Lisbon.

During her intervention, Emanuela Vunge analysed the opportunities available to international investors in the Angolan market, highlighting the potential of sectors such as infrastructure, healthcare, education and tourism. ‘As a developing country, these are the sectors that immediately stand out,’ she said.

The Managing Partner of PRIME Advogados also emphasised the importance of understanding the local context, the key economic players and the risks associated with investing in Angola. In this regard, she highlighted the role of legal advisers in supporting investors, not only by providing legal advice, but also by helping them identify the relevant stakeholders and appropriate risk-mitigation mechanisms.

Emanuela Vunge also addressed the changing role of the State in the Angolan economy, noting greater scope for private-sector participation: ‘It is clear in the oil, gas and mining sectors that the State’s role is diminishing and that private-sector involvement is being increasingly encouraged.’

According to Emanuela Vunge, this development has contributed to a transformation in the relationship between the public and private sectors: ‘The relationship between public and private players has improved significantly, and the scope for negotiation has changed.’

During her intervention, she also discussed the tax reform currently under way in Angola and efforts to stabilise the tax framework, with a view to increasing revenue and broadening the tax base.
